Survived by his wife of 17 years Jamie; children Ray’Lynn, Reece, Ryeiah & River Skaggs; parents Victor and Donna Skaggs, Sr.; siblings Tamara Jackson (Barry), Chris Kartchner (Stephanie) and Jacqueline Skaggs; many nieces and nephews.
Visitation: Thursday, June 27, 2024, 10:00-11:00 a.m., Bellevue Memorial Funeral Chapel, followed by the Funeral Service at 11:00 a.m.

Lil cousin I will always remember your smile. Rest in Peace. Love you.
You were not only my lil cousin and my friend you were also like a brother. I know we had big fishing plans we had talked about. Everyday life, among other things, always seemed to get in our way. Only comfort is knowing the pain you have been feeling is over, and I truly believe the good Lord has the best spot on the lake waiting for you. We will fish together again. My lil cuz, friend , and brother. RIP
I’m so deeply saddened to hear the passing of Victor. Victor and I have been friends since basically birth. He was my first friend growing up on Drexel Street. My heart aches. I hurt for his family, for his children, and his wife. I send my deepest condolences. Victor was a good guy.

I didn’t know Victor that well because whenever I was around he was a very quiet guy but my nieces have been going to Jamie and Victor’s house for daycare since the oldesT 8 yr old was a baby and seeing Victor interact with his kids And also my nieces was amazing! It was clear his kiddos adored their daddy! Now He can watch over them from heaven and guide them in the right path! Rest with the angels. Victor!
