Preceded in death by her parents Richard and Lena Fowler, two brothers Leonard and Henry Fowler, and sisters Jane Alves and Mary Waggener.
Survived by husband of 62 ½ years Bill, son Billy T. (Kris) Tully; Grandchildren Robert (Hannah) Tully, Daniel (Michaela) Tully; great-grandchildren Connor and Charlotte Tully; sisters Nancy Neel and Jackie O’Brien.
Elsie worked as a secretary for International Harvester and Air Products.
